Ο Νίκος Βούλγαρης γεννήθηκε στις 17.7.1951 και αποφοίτησε από την Σχολή το 1969.
Σπούδασε στο Technical University of Vienna Austria, Civil Engineering (1970-1974) και ακολούθως ολοκλήρωσε το Master’s του στο Civil Engineering στο Technical University of Darmstadt (1975-1977).
Είναι συνεχώς ενεργός στον κατασκευαστικό τομέα είτε ως project manager είτε ως construction manager, είτε ως technical and commercial consultant.

Job Profile: Active in the construction sector the last 43 years and has undertaken a number of major projects for which I was the Project/Construction Manager.
Responsibilities for:
- Maintaining excellent relationship with the relevant Public Authorities for the smooth progress of each one project.
- Succeeding completion of the projects not only for the compliance with the time schedules but also for the good construction quality.
- Contributes or where appropriate carry out negotiations with construction subcontractors in order to achieve favorable conditions of cooperation and safeguarding the interests of the company and monitors the progress of subcontracting work and delivery deadlines to ensure meeting the needs for the successful and timely implementation of the project
- Generally, supervise the progress of works on construction sites and take necessary measures to ensure that the projects are implemented in accordance with its contractual obligations. Arrange to satisfying the technical, quality, time and economic conditions, raised by, on the one hand by the client and on the other hand by the Company Management, aiming to smooth progress of projects, ensuring their timely completion in accordance with the budgeted cost
- Monitoring, be informed and involved in any discrepancies either in terms of the Master Plan in case where considers that are not satisfying the contractual obligations of the Company towards the client, nor in terms of profitability of works of receiving any direct corrective action
